Update the mint module allocation proportions, changing the split to from: - 80% staking rewards - 17% incentives pool - 0% participation rewards - 3% community pool To: - 80% staking rewards - 0% incentives pool - 15% participation rewards - 5% community pool The rationale for this change being that the Incentives Pool comprises 49% of the total supply, and further increasing this amount is unproductive. Splitting this between the community pool (2% increase) and participation rewards (15%), enabled Participation Rewards functionality, and will distribute c. 45k QCK to users of the Quicksilver protocol per epoch.
